GENERAL STATEMENT OF DUTIES:

The purpose of this job is to coordinate and supervise the field operations within the Public Works & Utilities Department and assist the Director with the creation and maintenance of systems, records, and serving as the Director in his absence. This position works independently, under limited supervision.

DISTINGUISHING FEATURES OF THE CLASS:

An employee in this class supervises crews and may participate in the construction, repair, and maintenance of facilities such as streets, gutters, ditches, catch basins, water and sewer lines, pump stations and other related facilities. The employee can serve as the lead or back-up Operator Responsible in Charge (ORC) for the collection systems, distribution systems and cross-connection control.

This employee also supervises the town’s sanitation program, including routing, maintenance of equipment, and responding to citizen complaints. Work includes establishing daily work priorities, changing workflow as needed, and reviewing daily logs and work activities with employees. Work is often performed at a work site exercising immediate supervision over crew(s).

Employee is responsible for making decisions regarding work site safety conditions and prioritizing daily work. Work is performed in accordance with departmental practice and policy and requires the exercise of considerable independent judgment. Work is performed under the supervision of the Public Works Director and is evaluated through observation, written evaluation, and compliance reports.

ILLUSTRATIVE EXAMPLES OF WORK:


• Plans, organizes and supervises the work of maintenance workers to ensure that all aspects of town maintenance are carried out in an effective and efficient manner.
• Administrative functions to include use of CPU, ability to read plans, evaluation of bids, procurement of resources, preparation of time sheets, preparation and scheduling of employees, and workflow.
• Receives citizen inquiries and complaints and delivers customer service by meeting with customers and discusses problems to resolve issues as quickly as possible.
• Supervise(s) crews and provides quality check of work being performed by locating municipal utility lines and inspection of projects and contractor’s work.
• Reads and checks water meters, turns off water, supervises new water line construction, and repairs water lines.
• Maintains and repairs trucks, tractors, and other equipment.
• Substitutes for other employees when needed to accomplish maintenance work, including operating equipment such as knuckle boom truck, backhoe, mowers, snowplows, sewer cleaner, pipe locators, and paving equipment.
• Participates in the interviews and makes recommendations regarding the employment of department employees.
• May operate a variety of trucks, tractors, and hand tools
• Supervises crew(s) in the construction, repair, and maintenance of facilities such as maintenance and repair of streets, sidewalks, water and sewer lines and taps, erection and maintenance of signs, patching of streets, water meter installation, garbage and refuse collection, gutters, ditches, catch basins, pump stations and other related facilities
• Supervises locating municipal utility lines, and inspection of projects and contractor’s work
• Inspects water meters for appropriate installation.
• Maintains a variety of reports and logs to document work order progress, safety, and other aspects of operations.
• Reviews safety procedures and trains staff on a regular basis.
• Maintains inventory of supplies and materials.
• Determines equipment and materials needed in assignments.
• Monitors stormwater issues/flows
• Supervises, monitors, and assists in evaluations of employee’s performance.
• Trains new staff, and make recommendations for status and/or pay changes
• Position serves on-call, may be called out during off hours (24/7)
• Can serve as the lead or backup Operator Responsible in Charge (ORC) for the water/sewer collection systems, distribution systems, and cross-connection control
• Any other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of public works administration and operations; modern construction, repair, and maintenance methods; use of construction and maintenance machinery. Ability to plan, organize and supervise the work of department employees. Must demonstrate courtesy and tact in dealing with the general public. Must have the ability to establish and maintain effective working relationships with supervisors, subordinates and the general public; skill in the operation of a variety of construction equipment.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS:

Work is characterized as heavy work requiring exertion of 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

This employee must have the visual acuity to determine the accuracy, neatness, and thoroughness of work assigned.

Employee must have the manual dexterity to move hands and legs and perform repetitive physical work.

Employee must have the physical strength to perform all work requirements at a proficient level.  Work is performed in both inside and outside environmental conditions with a predominance of working out-of-doors.

Employee is subject to workplace hazards including mechanical equipment and atmospheric conditions due to exposure to fumes, odors, oils-grease, and dust as well as chemicals, insecticides, and herbicides.

Employee may work in close quarters, crawl spaces, shafts, manholes, small enclosures with sewage and water line pipes, and other areas which could cause claustrophobia.

Employee may also be exposed to effluent and blood-borne pathogens when working with sewage piping.

EDUCATION AND EXPERIENCE:

Completion of High School or GED equivalency and five (5) years or more of work experience in the installation and maintenance of water and sewer pipes, excavation and pavement of streets and drains, and trades maintenance of buildings and grounds. The combination of education, training, and experience should demonstrate competency with equipment operation and ability to complete assignments.
Special Requirements:
• Valid North Carolina Class B Commercial Driver’s License
• N.C. Distribution Certification Level B
• N.C. Wastewater Collections Certification Level II
• Backflow/Cross Connection
• Other certifications that may be determined
